My 90 gallon tank is currently cycling ( won't be adding fish for several weeks). I plan to have a reef/fish tank. Here is the list of fish and CUC that I am trying to work with: How many of the fish below could I add (the list adds up to 12). Are there any in here that wouldn't work with each other? How about my clean up crew plans? Any thoughts/suggestions?

Fish List
2 Ocellaris Clowns
Royal Gramma Basslet
Catalina Goby
Bi Color Dotty
Carpenters Flasher Wrassle
Firefish
Flame Hawkfish
Neon Blue Goby
Ruby Red Dragonet(after 1yr)
Orchid Dottyback
Yellow Tang
Clean up Crew
15 Cerith Snails
8 Nerite Snails
5 Naissurus Snails
5 Trochus Snails
1 Fighting Conch
1 Scarlet Hermit Crab
1 Electric Blue Hermit Crab
1 Electric Orange Hermit Crab
1 Emerald Crab

It would be a pretty high bioload. I usually recommend 1 fish per 10 gallons of various sizes that fit in your tank. It also seems to be what most of us have without even knowing it. The dotty backs and the wrasse probably won't get along. Go for the wrasse and take out the dotty backs and your list looks good

I think you could do all 12 actually (bioload wise speaking). Although, I would lose at least the Bicolor Dotty.

Is the Bi-Color Dotty to aggressive for the rest of them?

IME, yes and I wouldnt keep it with an orchid dottyback which is quite peaceful.

Also the catalina goby lives in cooler waters than reef temps, they can be kept in a reef, but their lifespan is shortened by the warmer temps.

The dotty back and basslets won't mix. The basslets could also present a problem to eachother, and possibly the mandarin. Mandarins decimate pod populations so I would recommend not getting anything that will actively compete with it like Wrasses. I think you have a good plan with a little tweaking you'll have an awesome community!

The wrasses on the list prefer to feed from the water column, they are not the type that compete with the mandarin for pods.

Also, the gramma and the.orchid dottyback will be fine together in a 90g tank, they are both relatively peaceful and there is more than enough territory for the both of them.

I've experienced both of these first hand. Someday people will learn to listen to me when it comes to what goes in the reef. arrrrrrrrrrrg! (not any of you, my GF, so frustrating)

Are there any blue tangs that stay small and that could work in a 90? It looks like I will not add the Catalina Goby or the Bi Color Dotty. I would like to add a fish that has of blue (not the blue chromis). My goal is to have basically 1 bigger fish (some sort of Tang) and all the rest under 3 or 4 inches with alot of different colors, etc. Any suggestions?
