So I was told that after having a nem I can no longer stick my hands in the water. Is this true or false?

That's a pretty Nem. Careful of that powerhead (at least that's what it looks like at the top of the frame) if it's close to the Nem. My Nems like to occasionally "go for walks" or just fly around the tank.

I have actually cut up a fish net and zip tied over mine.

Very false and that is how I remove(d) them. Carpets are with caution as they are sticky to the touch but there no " electric field persay" to prevent hands
