I'm looking at taking the jump into an aquarium controller and why not go with Neptune Systems. If I do not have any existing Neptune equipment can I use the energy bar basically as a power-strip? Like just plug it in to the wall and I'm good to go.

No you need the base module to control it

Once the EnergyBar is connected to an Apex base unit, it can be programmed how to behave if the EnergyBar is disconnected from the Apex. This is the "Fallback" setting for each output. In Fallback mode, each output can be configured to be On or Off while disconnected, in essence acting as a normal power strip. This is typically used to ensure certain devices remain running when the Apex is offline (such as powerheads) while other devices turn off when the Apex is offline (such as heaters without any built-in thermostat).
