Nesting behavior?

It appears my male clownfish (Reginald) built a nest. There’s a large patch of cleared rock with no algae or or large pebbles on the cleared patch. Whenever my female (Bertha) comes near, he does a little shimmy that isn’t like a submission shake. It’s almost like he’s trying to entice her to come over. She usually brushes/nudges him as acknowledgement, swims a bit aways and he then follows her as usual. Sometimes he’ll stay there just hovering over the assumed nest.

Is this the start of mating behavior and if it is, could Reginald’s behavior kickstart Bertha developing eggs?
