I recently acquired this tank. so decided to make it into a reef tank. 3rd week into cycling used rodi water and added turbo start 900. Ghostfeeding to add some ammonia. A few days ago I noticed some long dark spots in the substrate ill attach photos. my question is. Is this normal?

Yes. Brown spots on top are diatoms. The black is some sort of organic matter decaying. Did you wash the sand before adding it?

Probably a dumb question... you have salt mixed with the RODI correct? Not just RODI and Turbostart?
