New, and wanting to setup

I'm actually very new to saltwater aquariums.
I've had freshwater almost my whole life, and want to expand to doing saltwater.
On a bit of a tight budget, but thanks to peicing some stuff together from craigslist, and other places, I'm coming into some things I need.

Looking for some other opinions on this.

Setting up a 30 gallon tank.
FOWLR setup for now.
All I would need is these items to get up and cycling?

-Tank
-Live rock
-heater
-powerhead
-sand
-protein skimmer
-fish
- as for the water, how do I go about that somewhat cheap, but effective?
Can I use bottled water, and buy the bags of salt from the pet store? Or?
Any tips would be very appreciated and greatly thanked :)
Anything I left out, that I will ABSOLUTELY NEED,
Feel free to fill me in.

Lights on a fowlr you can skimp on, you basically just need to see the fish, unless you need to grow some algae for them to eat (blennies etc.)
Make yourself a waterfall algae scrubber! (you may not need a skimmer then)
Live rock is gonna cost you. Liveaquaria.com is reasonable
Buy dry aragonite sand.
If you build a waterfall scrubber, you will not need rodi water. It removes nitrates and heavy metals.
