There is nothing you can do. Thats his territory and he is defending it. You would have to remove him. Some people have rearranged there tank and had success.

If you can catch the tang and put it in an acclimation box while the other fish settles in it may help. I've noticed that fish and inverts respond to stressed fish with aggression. New additions are sometimes breathing heavily and twitching. I believe that triggers an attack response from other fish.

I've had good luck placing new additions in an acclimation box and letting the other fish get used to it. If they still are aggressive then try to trap the aggressor and place it in the acclimation box while the new addition gets comfortable in the tank.

When i add in new fish, to keep my Atlantic blue from pestering them, I place a mirror at one end of the tank. the Tang is usually then too preoccupied with his reflection to care about a new addition. 5 days of mirror and the new fish is usually all settled in and life is good. I recently added a powder brown and Blue hippo tank to my tank. the Atlantic blue was not happy about the Powder brown, and as soon as i put the mirror on, the chase ended. now they peacefully co-exist.
