Is this how brand new out of the box looks? No fluid in the rubber cap but, the body full of fluid?

The reference fluid in the body is correct but there should be storage fluid in the rubber cap as well. If you pop the cap off and it is wet it may be fine and you can calibrate it and be fine. If they sit on the shelf too long before shipping the storage fluid seems to evaporate over time. You would think it would be air tight with the rubber cap but its just not always the case.
