New Start, Blue Throat Fairy Wrasse not looking good

Hi, I am trying to start the hobby and I dont want to quit. Please help.

Redsea reefer 250
2x hydra 32 hd
2x nero 5
deltec 600i skimmer and socks

Should of QT but I didnt, will not happen again.
started the tank 1 year ago. Got dino, first clown fish died after 4 days then I flooded my floors with RODI water :)
Left the tank running by it self for 8 months added rodi water when needed. Now i want to get it going again.
I did a 70% water change then a 90% water change 3 days later.

nitrate 25 salifert
nitrite .1 salifert
amonia 0.25 salifert
34.0 salinity tester hanna
24.7 c salinity tester hanna

I added a blue throat fairy wrasse on the 6th of may, i still have dino in the tank. 1 bernard crab and two nassarius snail survided the 8 months by them self.

LFS told me to add Balance from aquavitro to bump PH and carbon in the sump
I added seed from aqua vitro dayli to help

After aclimating fish for 45 minutes the wrasse did not like my parameters. he hide in the rocks and I only saw him swiming for the first time on the 9th (4 days after introducing him to the tank)
30 % water change on my 9th

10th of may

nitrate 25 salifert
nitrite .1 salifert
ph 8.2 salifert
amonia 0.25 salifert
phosphate 0.03 salifert

34.6 salinity tester hanna
24.5 c salinity tester hanna


I am no expert. the fish shows great colors when swiming but if i leave the tank and look from far his colors changes. signs of velvet? i might be wrong. I showed this picture to the LFS and I was told this is normal????
I tried feeding New life spectrum Optimum flake (LFS sugestion)no luck. asked him today what he was feeding. Frozen Brime shrimp and fish still rufuses to eat when is ofered to him.

should i start a QT and add him to it or would this stress him more? what would you do?

The fish is stressed, so moving to quarantine would not help, unless the fish has parasites or illness that requires medication. The photos are a little soft, but I do not see obvious signs of ich or velvet.
Is breathing labored or very rapid?
Hold off on any more water changes at least until fish is eating. Stress when added to a new tank is not unusual.
Frozen foods and nori are both good options to get the fish eating.
Going forward, a QT is advisable. Observation for feeding habits and administering of either preventive medicine or treatment of existing maladies are much easier and you avoid contaminating your display tank.

How old is this tank and is this a first fish in the tank ?
While fish does not look terrible, it is not a good first fish in a new tank, IF a new tank as they are somewhat sensitive with water quality and new tanks endure spikes and changes in water quality the first couple of months. The water seems a little hazy in pics .
