Got some in the mail today for my macroalgae tank. Rocks or sand? I know they use up calcium and thats not a problem. Just this piece dosen't look healthy or vibrant as I've seen in photos. Does it seem to have been neglected or Calcium deficiency?

I've never kept Halimeda, but it's on my list. From what I've read/seen, you can put it in the rock or sand, doesn't really matter.

That one looks unhealthy or dead, most likely from shipping. Maybe give it a few days and see if it starts to look better.

I've kept Halimeda for about 4 years now. Sand works well since it will spread out and it's easier to remove IMO. It's perfectly happy on rocks too though. Little sprigs will pop up around your tank over time. Honestly, when my calcium demand gets too high I just throw a bunch in the trash and let it grow back. I have a little patch in the front left corner of my tank (T5 lights, 90 gallon) but it's slowly getting displaced by more coral. My walking dendro lives there too since it's less likely to walk into another coral and die.

Actually, I put a Scripps acro frag in the middle of that area a couple of months ago. I should check on that....
