The one thing is depending on how established the tank the rock is from you may not get those blooms. Those occur due to a build up of nutrients from either die off when dealing with uncured live rock/ dead rock or stores of silicate from fresh rock. The low nitrate tells me you had very little in the way of nutrients released. Now you just have to give the bacteria living in your rock food so it doesn't starve. This is done by slowly adding livestock. I prefer to start with cheaper CUC members just in case something was overlooked. If they die then you can troubleshoot without loosing a more expensive fish. They also are a smaller bioload so you won't overwhelm the system. I doubt this is a problem in your case. Your live rock seems to be in good shape. Hope this makes sense.
