I understand the importance of the quarantine process but there is one question that I can’t seem to find the answer to. Is it necessary to quarantine the first clown fish being added to a newly cycled tank? - since there won’t be more fish added for about 4 to 6 weeks.

The risk is if that clown has a disease then your tank will be infected for any future fish. Clowns are generally safe so you'll just to balance your risk vs reward. This is likely not the best forum for this question, the fish discussion is likely a better option.

As said above even the first fish can bring parasites or disease with it. Once in the tank extra measures have to be taken to rid it. If going the quarantine route you need to start from the beginning.
