Newly mixed salt water problems

Whenever I mix a new batch of saltwater and I find that the salinity is a bit too high I would add rodi water into the saltwater which is in a 20 gallon bin but recently I would find that the salinity drastically dropped even when I have not added that much rodi water. Could something be wrong with my salt mix? This is the first time this has happened.
 
Sometimes, testing saltwater immediately after mixing can give inaccurate readings due to factors like incomplete dissolution and temperature fluctuations. To get a more accurate measurement, let the salt to mix for a few hours before testing. After that, adjust the salinity as needed.
 
I always let my salt mix for a couple of hours before testing, just to make sure everything has settled
