The skimmer lid broke so you were looking for something to help hold it in place so you used tape then sat your ring on top because it was the next closest thing available with weight.

That looks like a ground clamp for a welding machine in the top corner. I'm guessing that the top of the collection cup is not on the skimmer at all.
