Okay to cycle a tank that’s had stagnant water for months?

Long story short, I began cycling a tank last May, then unplugged the pumps because I went to Indo on a last minute trip for about a month and had nobody to come monitor the tank. Came back from the trip and have been grinding at work ever since.
Currently there’s just a little bit of green slime in small areas and this odd looking white ball film on the surface. Was about to drain the tank so I could re-cycle the system/ start over, but just wondering what those more familiar with bacteria than myself would suggest.
Should I drain the tank and simply refill without any sort of bleach or vinegar prep?

Any advice appreciated.
