One blue channel not firing

I got new ballasts and switched out the 'broken' one, and the same channel remains out. Thought I had the swapped the wrong one so tried again, three more times. I have now swapped out all for ballasts on my 48" Photon and the same blue channel won't light.

Any ideas? Obviously not the ballast at this point.
