If I add another fish, but don't change my feeding habits, does that fish add to the bioload of the overall tank? I already somewhat overfeed I think to my current inhabitants, so if i add another small fish, all my livestock would probably still get enough to eat without me needing to add more food.

Yes i would think so.
Especially if all your food isnt being eaten 100% with the current fish.
what's the reasoning that it would add to the bioload if i don't put in extra food? I thought phosphates/nitrates from fish only come from what they eat (the food i put into the tank). The original amount of food i put in is getting converted to nitrates/phosphates... the only difference now is it goes through another mouth instead.

Bioload refers to a living organisms impact....
Food waste is something different.
