If your ammonia and nitrite is 0, run carbon, water is oxygenated by skimmer/airstone, salinity ok, maybe even added a bit of a prime, that means your water is likely ok. Flying particles will settle/will be filtered out by the floss.
On the clown it could be ich as well as far as I see (don't see it clearly), I at least see quite big white particles on it, on the tang I don't see whats going on from the vid. Maybe both are stressed a bit cause of the particle storm as well on top the illness.
If its ich/parasitic I would get a separate hospital tank and try to treat things there, it doesn't have to be a big tank, in a 10g these fish will be ok for a couple of days without filtration with VERY careful feeding (then water changes all the way).
Even if you don't have medication at hand, moving them to a different tank might gain some time as parasites will drop off, and won't reattach for a while.
Running a hospital tank is probably the less mess from all of your options, all you need is a budget tank, a heater, airstone, tank, water, maybe a hundred quid total and a temporary space somewhere for the tank. (maybe add a cheap hang on filter/pump if you want water movement).
Imo it's nothing wrong how you started the tank, many pro reefers had many fish dieing in their tanks due to various preventable reasons, mostly cause of diseases, so don't get discouraged, these are the times when you learn.
