Sounds like he’s sick/weak in that case. Getting sucked into the side of a powerhead is not a good sign..

250gph in a 10 isn’t overly powerful. I run 950-2000gph wave mode in a 29 gallon with two clowns.

Visit your local fish store and find a pump under 200gph

What kind of filtration do you have in the tank?

You can just go without the powerhead and just use a HOB filter

Way to powerful my current is is 256 gph that is over 500
Doubtful to find a powerhead smaller than 256 gph.
But 256 gph is only 25x turnover, which is kind of standard in the hobby. Any of our fish should be able to accept 25x turnover, the ocean is much more turbulent than that.

I suggest to take a short video and post it. Fish like to play in the flow, they swim against the flow, or sometimes they surf the flow across the tank. All my fish do it. Even my seahorse tank has higher than 25x turnover, and they also love to surf the flow. I think you think they are struggling, but really they are likely just playing.

My tank with clowns is running at about 50x turnover, my clowns are fine and believe me your clowns are fine too.

Could I maybe put a sponge around the powerhead to reduce the power of water going in
