So I'm building a diy nem propagation tank out of pp (polypropylene) flat bins. All fine tile I find the handle holes

. nothing wants to stick to this stupid plastic: hot melt nope, silicon nope, pvc glue nope, epoxy putty nope....... I'm losing it. HELP!!!!!

Make sure you rough up the surface with sandpaper. This will give the glue something to "bite" to. Have you tried glue specific for polypropylene? This is meant for it... http://www.homedepot.com/p/Loctite-Plastics-Bonding-System-681925/100371829

For this specific glue, you may not need to rough up the surface. So make sure to read the surface prepping instructions!

I've have used the pp super glue in the past with grate result. But I need a glue that can fill a hole.

Simply tape over the hole on one side with masking tape. Apply glue on the other side to fill the hole. Once dry, remove the masking tape and you have a filled hole. You can then apply some extra glue on the side you removed the tape from if you feel it necessary. I work with filling plastics for a living... I use this technique all of the time if I do not need it to be cosmetically perfect.
