I'm starting up a new marine tank I want to know if a valentini puffer, wartskin angler, and fuzzy dwarf lionfish would be okay

That would be a very cool tank, from my lurking on the forums as well as personal investigation (I wanted a dwarf fuzzy) 50 gallon would be a healthy minimum for the lionfish. Not sure if that would include other inhabitants.

Pick one of either the Valentini or angler. The lionfish gets too large for a 30. If you do the valentini you can add one or two smaller fish like blennies or gobies for additional interest.

You posted this same question yesterday, you will still get the same responses. No dwarf lions in this tank. Way too small. Angler fine; but as the only fish or it will eat anything else. Puffer is okay.

I think your pushing the minimum tank size for even one of the three, you can't fit those 3 in the tank. Just pick one and go with it, or change the idea, the tank doesn't fit the idea anyway.
