I was planning on a dwarf lion and possibly a wartskin angler
No. 30 gallon is a no go for the lion at all, dwarfs get about 7 inches, minimum tank size I would say is a 70, and thats from having kept multiple kinds of dwarfs. Way happier in a large tank to be honest.

Puffers- saddleback or sharp nose puffer would probably be fine. No inverts, they will be eaten.

Angler- fine in a 30 AS THE ONLY FISH. They eat everything including each other in that size tank. Angler would eat the puffer. Not a matter of if but when. They need a species only tank and live feeding.

I's skip the angler. They get boring pretty fast and eat everything else. I also agree with the above that the lionfish will get way too big.
