Rapid cyano outbreak

My new tank is having an outbreak of what I believe is cyano. It is red, almost like fuzz, and is covering my sandbed and rock. My tank is just getting set up (with established LR) and I only have some GSP and two clowns in there. (along with a CUC of some hermits and turbo snails). I bought the tank a few weeks ago from another individual who had it set up but had not been maintaining it well and the nitrates and phosphates were very high.

My phos and nitrate are still high (phos .41 and nitrate 15). I am working on addressing the nitrates with weekly 20% water changes, and I just started using phosguard in a reactor for the phosphates. My phosphates are down by 0.10 over the past 2 days. Nitrates are coming down steadily as well with water changes.

The cyano seems to be kicking off worse after starting the phosguard. I would have thought that lowering phosphates would have meant less cyano, but it seems to be having the opposite effect.

I'm considering using chemiclean to wipe the cyano out, but wanted to check with those of you who know much more than I do about this stuff... what is the recommended way forward?

I would like to see a picture of the invasion, but in general

Did you rinse the sand out with fresh water to remove the fines when you moved the tank?
 
I will post a picture when I get home tonight. I did not save the old sand. I replaced it when I set it back up. The only thing I saved was some of the water (about 50 gal out of 100) and the live rock.
