Red and dark green algae on substrate

I have been fighting green and dark green/black algae in my substrate. I have been keeping my lights low, water changes and PH is running a bit the last few days around 8.6 and nitrates are under 5. Open to what is causing it and how do I address it. Ty!
 
I would suggest to post a picture (with white lights on) so that people can see and identify this algae. Cannot tell from your description if its cyano or dino's or something else, need a visual, thanks.
