Alright so i have set the dept of the water at 6 7 8 9 to see which will be more produced and ill get the skimmer to start making skimmate and then it will lose its foam. Has anyone ever ran into this type of problem. its been doing this for about a week now and my lvl's are starting to raise and its making me to alot more water changes.
 
It's normal for a skimmer to skim only part of the time. That means it's "finished" and can't gather enough compatible/skimmable material from the water to create a stable head of foam.

By contrast, if your skimmer was removing crud continually, it would either indicate a serious problem in the tank or a seriously undersized skimmer that was unable to keep up with the tank.
