Reef octopus not working

I have a 110 reef octopus on my 40 breeder. It has been great for the past 2 years until a couple months ago. It still makes bubbles but they never actually reach over the collection neck. It is basically just bubble water. It does collect dirt on the sides of the neck but never reaching the top of the cup. I have given it a vinegar bath, taken it completely apart and cleaned everything in it. I have waited to see if it was another break in period after the bath. Nothing has worked. I havent changed anything about my tank since i started it 2 years ago. Did my skimmer just poop out on me? Is it time to get a new one? How long do these things usually last?
 
Make sure both washers are on the impeller shaft. If not, you can purchase telfon washers at HD in the hardware department....in the big drawers.
