Return pump questions

I'm looking at 31 inches of head height for this tank and I'm thinking split returns on the sides of the overflow box in the middle with no power head unless you guys think I will need one.. What size pump should I get

The tank is 15 gallons and the sump is 7. As far as the size for all of that we are trying to get it figured out. This is my first sump so I'm not really sure
 
I run a 55-60G system and have 2 1" drains and 2 3/4" returns. I run a mag 7 and I'm probably getting about 600 GPH total. Thats pretty weak but its getting the job done. I would suggest the same for you since your system is smaller this would be a decent turnover rate for you IMO. Its not too much flow but you will probably need a powerhead.
