saltwater mixixing???

Have a 14 gal biocibe.....is the best way to mix salt and water with 3 five gallon buckets....i have this going on with 220 gallon return pumps doing the mixing.but my io salt is still cloudy?.there is so much current and water thrashing in it that I had to put lids on.....any ideas
 
Is there a chance that the cloudiness is oxygen in the water from too much turbulence? Try turning off the pump in one bucket. See if it clears & check your salinity.
