I am starting a jbj 45 and want to know when to add the santa monica scrubber? I am getting mixed opinions some say wait till tank is fully stocked with fish, others say add it right away. Should i add it after cycle is finished or wait till nitrate issues?

I say after cycle completes, life is added and regular feedings begin. Same as a refugium to me.
