How should I clean sea shells picked up on the beach if I want to add them to the tank?
 
Yea probably.

Also, I would not pick up sea shells from the beach. Could be ridding a potential habitat for many creatures; also is illegal in many areas
 
Give them a rinse, they will be fine.

While I dont doubt it’s possible, I expect very few places make it illegal to collect empty shells. It’s a primary kid activity on beaches.

I know in a lot of the state park beaches in California, collecting shells and rocks is illegal

Ok, yes, in a special place like a state or national park it may well be illegal to collect anything. :)
