That is a bad sign. For some reason the urchin is stressed.

Typically nothing when it gets to the stage of spines falling out. Is there enough algae and or coralline for the urchin to eat? How is your water chemistry, pH, temp and SG swings outside the normal values are stressful, make those corrections if need be. Always check basic chemistry ammonia, nitrates...How old is your tank?

I believe I read that is a sign of a water chemistry issue. Can you post your parameters?
