I haven’t seen it done before. But is it possible to have both seahorses and an upside down jellyfish in the same tank? And possibly pipefish?

I would not, they will bump into each other, seahorses touch everything. Seahorse and pipefish will work

Jellyfish have little purpose to their movement. It seems counterintuitive to put slow awkward swimmers together.
