Give it a try. I know I've had fish who only been on flakes and once they see the frozen stuff they get all excited. One thinget you could try is defrost the frozen food in a container and then use a turkey baster to apply little amounts to the tank. doing this MAY entice him to eat it. because it's like a chase to him...

This is exactly how my angel fish is, he does the same thing, but comes up to eat and has trouble swimming when he tries to eat. Check it out

Sounds like a swim bladder issue. Generally speaking there is no cure. Some people have had luck treating goldfish with swim bladder by feeding peeled boiled peas. Probably won't help but it can't hurt.
 

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
