Small Shoaling fish???

So i am just wondering, other than Anthias and chromis, what are a small reef safe shoaling fish? I am tired of just a few medium sized fish. I want lots of little schooling interacting fish.

Ive seen videos on youtube of schools of tiny (~1") silver fish in these GIANT tanks. Could these just be Atlantic Silversides? I know they get about 2 inches.

Thoughts, input, experiences?

thanks for the input everyone.

Tangs are out of the question, as they do not stay small.

The cardinalfish looks ok but are they very active? The video in that link, they just kinda sit there... pretty boring. Ill do some research on them and see i guess.
