I never owned a snowflake eel but I do know they are fairly quick growers. I would use the largest pvc piping possible to make them the happiest. I would think an actual cave would be better for one than a set of tunnels as well.

I had PVC pipes for my eel. The diameter was slightly larger than 1" but I can't remember exactly how big it was. Maybe 1.25"?
It was an L shape with a vertical piece one foot long, a 90• elbow, a horizontal piece 1 foot long and a 45• joint on the end pointing upwards to help keep sand out. He wouldn't use it, he occasionally took a bit of food in, ate it and went back to hiding in the rock work. I took the pipe out once he was longer than a foot and he doesn't seem phased by it.
Come to think about it, I've never had a snowflake that uses PVC. I see pictures of it all the time, but never actually owned one that will use it.
From my experience they seem to prefer rock work to hide in.
However, if I were to try again, I'd get 1" PVC atleast 3 feet long horizontally and a piece the height of the tank vertically. You don't need the vertical part, I just like to have it so I can try to train them to hand feed.
Edit: sorry I misread your question. If he takes to the PVC, he should be happy for quite a while, but you may need to get something larger eventually. Most snowflakes stay relatively small and don't get much larger than an inch or so in diameter, you'll want it small enough that he is a snug fit inside, but larger enough that he can turn around in it. Plus it needs to be longer then his entire body :)

Thanks guys for all the replies! I have a few rock caves for him already I just want somthing else for him to go in because I've read the more caves they have the more comfortable they are the more they're out and about! I'll shoot for 1.25" then and I'll have a 2.5" sand bed or so
