I want to feed my starfish some shrimp but all we have In the freezer is cooked.will that have any I'll effect.

What type of starfish? Not all starfish eat foods like shrimp.
Also type of cooking will effect nutrients, boiling or steaming will both lower vitamins. B vitamins are reduced greatly by heat, regardless of how the item is cooked.

They are the least picky starfish, will eat everything from leftover fish food to corals, and to your snails in the tank.
