Stocking list for my new tank

Hey folks! As the time gets nearer I have seriously begun thinking about my livestock list for my new tank. The display is 48x16x16 and holds 60 gallons. I also have a 29 gallon diy sump that will probably hold about 15 gallons for an overall total water volume of about 75 gallons. My goal fish for this tank is a kole eye tang. My question is - when would be the best time to add him?
My other stocking ideas are as follows:
2 mocha clowns from my other tank.
Some sort of blenny.. Midas.. ect..
Mandarin (once I get pod population up)
Coral beauty

... that's really all I have so far! So I will take any suggestions of what else to add. Lol.

Like I said I really want the kole eye. [emoji4]
