Stocking

I wouldn't say its too much, just watch for aggression and make sure you have enough rockwork for each fish to have it's own territory. Also introduce them Goby ->Damsel-> Clownfish.

Nope. Clowns may be okay in they start small, but they will get bigger and run out of real estate quickly.
I have a 12 gallon fuval starter for 5 years the clowns are in and grew into and they seem to be fine. Is it bc the tank is more shallow?

What do you mean by I introduce, it’s only a lagoon style tank as well
I mean add the goby wait a bit, add the damsel wait a bit and then finally add the clowns. You don't want to add all of the fish right away as I'm assuming this is a new tank, they should be introduced gradually.
