Strange growth on torch skeleton need help

Good evening,

One of my torches which isn't doing the best has this strange white growth on it. Anybody know what is it? My other torches dont appear to have this issue.

Looks like sponge. You can try carefully scraping it off but idk that it’s hurting anything.

Thank you. Ive been having trouble maintaining parameters so that's probably why its declining.
