Going to be making a sump out of a 20 long for my 75 gal DT. Is there a optimal order for the areas? Drain , skimmer\equipment. Fuge, return.

That will work. Be sure you screen off the return from the fuge so junk does not get to the pump
 
40 breeder would work better for you because of space the skimmer will take up.
 
There are two common sump designs.
