I want to build a sump for a 240Gal. Plan to have a skimmer section, a refugium for pods and macro algae, and a return pump section. What size tank would be best for a tank of this size? DT will be in basement and Sump and equipment will be in another room of the basement.

As big as you can get it! Seriously. you want room to clean, add things, possibly time out fish, add stuff later, etc. I would say at minimum 100g. Mine is about that and I wish it were much larger (80g of water).

My sump is 200 gallons for a 500 gallon tank ... if you have the space and it wouldn’t cost you that much more go for it

Your pump size will be limited by what your tank overflows can handle. Check with the manufacture or calculate by drain size to determine how many gal/hour.
