I just built a t5 hybrid fixture. It’s a 4 build set up on 2 dim ballasts with a kessil ap 700 fixture in which I might be changing. The bulbs are 2 blue + and 2 coral+. My question is do I need to ramp up the t5 bulbs I’m new at this. I did this because I like the look I’m not on an apex yet still adding equipment but I will be soon. My other question is, is the apex the only way to ramp up the t5.

You don't have to ramp the T5 lights at all if you don't want to, it's only for aesthetics. You need some sort of controller/timer for them so you do need an Apex or other controller. If your not ramping them you can use digital appliance timers.
