Tank is a little dusty/sludgy, what can I do for replacement?

I have a uv sterilizer which doesnt seem to be doing much,

Was thinking of getting an HOB protein skimmer, called my two local shops one is selling this

I really like eshopps stuff. Although I have used a bakpak and it worked.

Have you thought about buying used?

Meh, cost wise I dont mind, its not a big hole in my budget, but I do want water clarity. Will this take care of the dust and the oily surfacE?

the surface oils, no. You would need a surface skimmer for that.

There are all sorts of DIY ones and probably some you can buy. Just never looked into them.
