Tank upgrade

I am planning a tank upgrade in a new location. I do not intend to keep the old tank. The new tank will be < 2x the total volume of the previous. The old tank will be 2 yrs 3 mo at the time of upgrade.

Can I set up the new tank and just move over all of the sand & rock & livestock and be good to go immediately? Is it better or worse in this case to add dry or live rock/sand when "topping up" my hardscape?

So, maybe a bacterial bloom or minor ammonia spike? With the same livestock in more water with the same bio filter, is a mini-cycle possible? Or does the sterility of the sump, glass, etc. vs the old net out to a reduction of nitrifying bacteria?
