I did a 2 gal water change of my 13.5 two days ago on the tank, scrubbed the rock and the walls, siphoned and all. Now all the algea is back. Do I try to do another gallon change, siphon and scrub and maybe clean the filter media some? Or do I wait the week untill my next wc?

How old is your tank? It looks to be just diatoms, which are a normal part of the cycling process. They should go away on their own.

First, what are your water parameters. Second, what do you have in place for a cleanup crew? Third, what are you running for filter media? (is this a Fluval?)
Not sure parameters right this second. Various snails and stock media. Waiting for my Intank insert to come in.

Just grow it: Have you ever added CO2 to your reef tank?
