Sorry for the bad photo but it's glows that bright it just blurs the camera, photo is under a orange coral lens. It has blue tips that you can not see in the photo.

Todd’s torch or a hulk torch. If you get any yellow in it’s base/mouth area I’d say it’s a Todd’s, otherwise that’s a true HULK torch! Very bright green neon.

Okay then I’d go with a hulk torch. If it had blue and pink tips it would be a cotton candy, Todd’s torch has yellow on the base (not a HG). Highlighter has yellow tips.
 
Thanks for you help, do you have any idea of how rare they are and cost?
I haven’t seen any Hulk around lately, not the brightness they should be but I’d definitely say $150+. That’s a bare minimum I’ve seen some closer to $300 but it really depends on the piece you have. Here are some from eBay but yours looks a lot brighter IMO
