No, however our 16" controllable fixtures do. At 100% power, neither fixture rises above 90 degrees. At 60-70% power, they are at 60-70 degrees, and cool to the touch.
 
how would that affect the unit heat wise. i recently ordered one of your value fixtures, but i wasnt aware it didnt have heat sink.

Not by too much, 90 degrees is perfectly safe for the diodes to be run at. The main benefit of the heat sink is that even less heat is radiated into the tank.
 
is it 90 degrees with the fans running or with them off?
With them running, and with both channels on at full power. Most people, including myself (I have a lot of sps also) will only run their units around 60%, and their units will remain below 70 degrees.

Value fixtures have heatsinks as of now. I just bought 2 and you can see the heatsinks through the vents.
