I don’t have any algae in my tank anywhere but this stuff keeps growing on top of my chaeto everytime it gets to the surface. Has anyone else had anything like this?

mine does that too. I think it’s from too much light in my case because it grows really fast and my nitrates are nearly zero. Partial zero as Subaru says

Diagnosing chaeto issues has some simple symptom diagnosis:
  • Light green or white in color and comes really loose = Too much light.
  • Dark dark green in color and excessive clumping into a ball = Too little light.
  • Brown in color = Diatoms are growing on it or there is excessive detritus. Rinse it during your next water change.
  • Slimy = Die off. Time to trim.
