What is this stuff?

What is this film debris stuff? Have the return nozzles pointed at the surface to get some movement, it has been cycling for a week and this stuff has been there, normal?

It looks like dust and/or organics buildup to me, it needs a lot more surface agitation that than IMO, you might need to add a powerhead to get better surface agitation.

+1 on dust/organics. In my IM AIO I actually tilted the nozzles at a 45 to really get the surface going. Throwing some floss in there too if you aren't running anything should help

Have a Wavemaker but not pointed up, can move it.

Is the water level above the top of the weirs? If you have to much water in the tank to where the back chambers are all the same level then the surface water is not being skimmed off. The water should cascade through the weirs and drop into the rear chambers. Adding filter floss as mentioned above will help clear things up. But definitely need more surface agitation also suggested.
