Looks like a baby rock boring urchin but the pencil does have striped spines as in pic and therefore : Pencil

Rock boring will hide and imbed itself well , but either can be a hitchhiker.

Agree. I had 7 rock boring urchins in my live rock that I used to start a tank several years ago. Within a year they were so big I had to sell them to my LFS.
